The project was funded in part by the City of Encinitas Community Grant Program and coordinated with Cardiff 101 Mainstreet. Wayne was one of Cardiff's most dedicated citizens, best remembered for the countless volunteer hours he spent nurturing the Carpentier (now Harbaugh) Parkway landscaping. Wayne believed that communities are built by people who volunteer their time.
